Our Story

Tech Exchange was founded by Bruce Buckelew, a pioneer in addressing the digital divide through green technology solutions. After retiring from IBM as a Systems Engineer and Manager, Bruce completed his Masters coursework in Educational Technology at San Francisco State University and began volunteering at Oakland Technical High School. With the help of students, Bruce began refurbishing computers to provide to families in need. For nearly 30 years we have provided free refurbished computers and digital literacy training to low-income families and supported schools' and community centers' technology needs.

Our Mission

Tech Exchange works to ensure that all families have a computer, Internet access, and technology skills necessary to improve and enhance their lives.

We are dedicated to building a community of digitally proficient Bay Area residents who can access online education, employment, health, financial, and civic services.

Our Work

Tech Exchange sources high quality decommissioned technology from contributing partners to refurbish and distribute to households across the Bay Area.

Our Tech For All solution is designed to supply everything needed to support digitally disconnected residents with technology access. Each household receives a refurbished computer, digital skills trainings, free tech support, and assistance accessing free or low-cost Internet.

  • At Tech Exchange, equity means ensuring that every individual, regardless of socioeconomic status, race, or background, has access to the technology and tools they need to succeed. We are committed to breaking down the barriers that prevent underserved communities from accessing computers, affordable internet, and the digital literacy necessary for everyday life. Our work focuses on leveling the playing field by providing not only devices but also the support systems to use them effectively. Whether it's through device donations, low-cost computer programs, or digital training, we believe that equitable access to technology can empower individuals to pursue education, secure employment, and engage in civic life.

  • We are dedicated to fostering an inclusive environment where everyone feels welcome and empowered to use technology. By promoting digital literacy and providing one-on-one support, we make sure that everyone, from children to seniors, can confidently navigate the digital world. Our services are designed to meet individuals where they are, whether they are learning basic computer skills or advancing their tech knowledge. We understand that true inclusion requires not just access but meaningful participation, and we strive to ensure that no one is left behind in the digital revolution. At Tech Exchange, we celebrate diversity and actively work to uplift underserved voices in the tech space.

Through our digital literacy programs, one-on-one tutoring, and ongoing tech support, we enable individuals to take control of their digital lives. Whether it’s applying for jobs, accessing online education, or staying connected with loved ones, our goal is to empower people to navigate the digital world independently. We believe that when individuals are digitally empowered, they gain the freedom to improve their lives and participate fully in today’s technology-driven society.
